Government yet to clear 2,000 clauses of DP-2034

Fifteen months after the state government sanctioned Development Plan (DP)-2034, over 2,000 of its provisions, called excluded parts (EPs), are yet to be approved.

The government has time till September 2020 to clear all EPs.

DP-2034 provides a 20-year blueprint for land use. EPs are portions of the plan to which the government made substantial changes after it was submitted by the BMC.

The delay in government formation-the assembly election results were announced on October 24 but Uddhav Thackeray was sworn in as chief minister only on November 28-has been blamed for the hold-up with approval. On December 12, Eknath Shinde was assigned the urban development department right before the winter session of the assembly commenced. Since he was only temporarily given the portfolio, officials from the department have no idea whom to make show their presentations to. "We need a permanent minister who will have a look at the EPs and take a final call on them," said a senior official from the department.

The confusion alone hasn't caused the delay. A senior officer from the department said a report from the director of town planning is also awaited-but no explanation has been offered for it.

A leading builder hoped that all portfolios would be fixed by the year-end. "Since three parties Shiv Sena, NCP and Congress) have formed a coalition government, we expect it to take time to get all on the same page over each EP. Builders feel the government will miss the September 2020 to finalise all EPs. Until then, the construction industry will suffer," he warned.

The state government approved 21 EPs on September 17 this year, chalking out the usage of civic body-owned land reserved for playgrounds and gardens or for development works such as building parking lots, hospitals, sewage treatment plants, pumping stations and pools. Among these provisions, seven related to land use in the island city, including construction of a garden in Tardeo and in Elphinstone-Lower Parel, a parking lot near Girgaum, municipal housing and a pool; nine were on land use in the western suburbs, like road widening projects, a municipal market, a garden, a sewage treatment; and five related to the eastern suburbs.

Last year, then chief minister Devendra Fadnavis had indicated that the government would make substantial changes to the DP. The most significant among them was reducing the consent clause for redevelopment of structures. The government had also relaxed the norms for construction of transit camps on private unreserved land.
